Aleksandr Tiulkanov is an internationally recognized legal advisor and expert in AI governance, digital regulation, and responsible innovation. With a decade of experience at the intersection of law, technology, and public policy, he has guided companies, institutions, and governments in designing frameworks that align emerging AI systems with evolving regulatory and ethical expectations.
Aleksandr has advised renowned international institutions, including the Council of Europe, where he helped shape strategic guidance on AI and human rights, and coordinated cross-sectoral efforts on trustworthy AI development. He has also provided expert input to national agencies and intergovernmental organizations on building AI quality infrastructures and co-developing policy frameworks that promote legal compliance and innovation at scale.
He is an active contributor to AI Risk Management, Quality Management and Trustworthiness projects of JTC21, a CEN/CENELEC committee mandated by the European Commission to develop harmonised standards that will support the implementation of the EU AI Act. Aleksandr also supports organizations in implementing ISO/IEC 42001:2023, the international standard for AI management systems, while ensuring practical alignment with the EU AI Act requirements.
He is also teaching on the EU AI Act and related EU law at his own online course and at the European Institute of Public Administration, as well as helping executives and professionals understand the consequences of the new AI legislation and plan for compliance - through briefings, trainings and providing consulting services.
Currently an Associated Researcher at CEIPI (Centre for International Intellectual Property Studies), Aleksandr supports public and private actors in navigating regulatory complexity, translating the language of law into operational strategies that tech and product teams can implement.
As part of the AI ON US Immersive Experience Team, Aleksandr brings this expertise to life through the Day 1 EU AI Act Workshop — a high-impact, interactive session designed to help participants move from passive understanding to strategic decision-making under regulatory pressure.
At the AI ON US Summit, participants of the workshop, assuming the roles in executive teams, will navigate a high-stakes scenario where they must lead a fictional company through real-world AI compliance challenges under the EU AI Act — or face massive fines, lawsuits, and reputational damage. To ensure maximum relevance and practical value, Aleksandr is piloting the workshop with learners at his AI governance courses ahead of the event.
