Jérôme Bellion-Jourdan (EU)
Senior Fellow at the Institute for Global Negotiation

Jérôme Bellion-Jourdan is a rising voice in global affairs, with a career spanning over two decades in multilateral diplomacy, negotiation, and human rights applied to technologies including AI.
He currently serves as Senior Fellow at the Institute for Global Negotiation, where he advises high-level UN and other global negotiation processes. The United Nations Institute for Training and Research and other organisations such as the Organisation internationale de la Francophonie have called on him to design and lead negotiation courses and workshops.
Jérôme brings deep institutional experience from the European Union, where he has held multiple senior roles — including for the European Commission in Jerusalem and Cairo, and as an EU diplomat to the United Nations in Geneva. Among others, he led negotiations in the UN Human Rights Council and played a leading role in multi stakeholder initiatives on Responsible Business Conduct / Business and Human Rights, also applied to digital and emerging technologies.
Beyond his diplomatic career, he worked for the International Organisation of Employers, the International Committee of the Red Cross (ICRC) and the International Secretariat of Amnesty International. He also conducted academic research in global aid policy for a Ph.D. in Political Science from Sciences Po Paris, and co-authored The Charitable Crescent: Politics of Aid in the Muslim World. In his current capacity, he is regularly called as a speaker or to publish opinion pieces ranging from the UN Pact for the Future to the situation in the Middle East and Ukraine.
At AI ON US, Jérôme joins the AI Global Governance Team, bringing a rare combination of international negotiation experience, ability to connect the dots between various issues and build bridges between actors. His participation reinforces the summit’s mission to foster a responsible, inclusive, and cooperative framework for AI governance on the global stage.
