Tommy Gardner (USA)

Tommy Gardner is the Chief Technology Officer at HP Federal, where he leads technology strategy across the United States Federal Agencies, Higher Education, K–12, State and Local Governments, and Federal Systems Integrators. In this role, he oversees technology leadership, long-term strategic planning, product and innovation alignment, technical support for sales teams, and the cultivation of key customer and partner relationships.
Tommy’s career reflects decades of leadership at the intersection of technology, government, defense, and education. Before joining HP, he held CTO roles at Jacobs Engineering, Scitor, and ManTech, where he guided large-scale technology operations and innovation programs. Earlier, as a senior technical executive at Raytheon, he managed high-performance defense technology initiatives. His public service includes a distinguished career in the U.S. Navy, where he served as Deputy for Science and Technology to the Chief of Naval Research, commanding the USS San Juan (SSN 751) and overseeing the Navy’s Deep Submergence Program and Advanced Technology Program.
Tommy brings an exceptional multidisciplinary academic background, holding a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Master in Public Administration with a focus on Science and Technology from Harvard University, an M.S. in Management of Technology from MIT, and a Ph.D. in Energy Economics from George Washington University.
His areas of expertise span cybersecurity, data science, blockchain, AI, quantum computing, and high-performance computing — with a focus on systems integration in complex government markets.
He is a Professional Engineer, an ASME Fellow, formerly on their Board of Governors and currently on American National Standards Institute (ANSI) Board of Directors. He also serves as faculty for the Blockchain Research Institute, contributing thought leadership on emerging technologies shaping public and private innovation.
